Valencia to Become the City of Industrialization

Over the next ten years, Spain’s Strategic Project for Economic Recovery and Transformation (PERTE) on Housing Industrialization will mobilize a public investment of €1.3 billion, with the goal of building an average of 15,000 homes per year, reaching up to 20,000 annually.
This strategic initiative, presented by Prime Minister Pedro Sánchez at the Rebuild Fair in Madrid, aims to position Spain at the forefront of industrialized construction by promoting a faster, more sustainable, and cost-efficient building model.
Valencia will be at the heart of this transformation. The City of Construction Industrialization, located in the ZAL logistics area of the Port of Valencia, will become a hub of innovation, training, and systematized production. The land, provided by SEPES, will host research and certification centers, strengthening a logistical and industrial model aligned with regional needs and responding to previous challenges.
The PERTE not only supports public works, but also fosters public-private collaboration with an expected multiplier effect of 2.4—meaning each euro of public investment is projected to generate €1.4 in private funding. In addition, the plan includes measures to improve energy sustainability, reduce emissions and waste, and professionalize the sector through technical training, youth recruitment, and promotion of female employment. This industrial revitalization will not only make Valencia a national benchmark, but also aims to address the housing crisis—estimated at a shortfall of 450,000 to 600,000 homes—and improve access to affordable housing. In this way, Valencia is set to become Spain’s new industrial city, a hub of construction innovation combining efficiency, sustainability, and social equity.
Furthermore, the City of Industrialization will turn Valencia into the epicenter of new construction techniques, making academic programs focused on this field—such as the MArch postgraduate degree in Industrialized Architecture—a promising and secure career path.
